Currenty, it is like insert, turn off, click-click-click-click-click....., turn on. Actually it would be better if a new rule would, per default, not be active when inserted, so it could be positioned first and then activated. Very often, it seems like it's not worth to spend the time submitting feature requests but you're right that the zeus team is really responsive.
